Update:
I have upgraded my CS from 4.9.3.1 to 4.11.2.0 but the problem exists.
After investigating database I guess these 3 tables could lock my CloudStack.
* op_ha_work
* op_lock
* vm_work_job
So I delete all of those tables rows and problem fixed.
Here is content of those tables:
