To add some colour to this, here is the original brief, from which Daan took 
the headline feature.
 * As a cloud operator, I want to be able to upload and install the system VM 
templates via a running CloudStack mgmt. server.  I do not want to have to 
'pre-seed' templates manually. I wish the 'add zone' wizard to take me through 
the process of specifying the location of the system VM template to install if 
i don't do it through the API.
 * I want a UI and API to upload system VM templates with or without the aid of 
the SSVM. I wish to be able to specify a ‘custom’ local (file) or remote (url) 
location of the system VM template or allow CloudStack to download the 
‘default’ template for the current hypervisor(s) installed.
 * Through the UI and API, I wish to be able to upload a new system VM template 
(separately from any upgrade).
 * I wish to be able to set/select which template(s) to use as system VM 
templates easily through the UI and API.

This may give you some ideas.
