On CentOS7 using linux bridge networking the bridge interfaces will not
automatically come online due to "ifconfig" missing. Ref e.g.
https://github.com/apache/cloudstack/blob/master/scripts/vm/network/vnet/modifyvlan.sh
Issue is resolved by installing net-tools. This should be installed as part of
the KVM agent install.
