The virtual routers have been marked as needing an upgrade (probably as part of
the Cloudstack updgrade process).
Probably two solutions:
1. Restart (with a clean-up) the network you're trying to attach a VM to.
2. Disable the version check by setting the router.version.check global setting
to false.
