1.Deployed CloudStack 4.1
2.Created 1 advanced zone "Z1" with VMware hypervisor.
3.Added 2 clusters to the zone, where each cluster belongs to a different
VMware datacenter.
4.Upgraded to CloudStack 4.2
5.Tried to add a cluster to zone "Z1" which failed with error,
"Zone 1 is not associated with any VMware DC yet. Please add VMware DC to this
zone first and then try to add clusters."
