Contrail's pom has this:

    <artifactId>cloudstack-plugins</artifactId>
    <version>4.3.0</version>
    <relativePath>../../pom.xml</relativePath>
  </parent>
  <repositories>
    <repository>
      <id>juniper-contrail</id>
      <url>http://juniper.github.io/contrail-maven/snapshots</url>
    </repository>
  </repositories>

Hardcoding a repository is a bad idea for many reasons; please don't do it.
