Steps to reproduce:
1) Add a portable IP range for the region
2) Create an isolated network and deploy a VM in it.
3) Acquire Portable public IP in the network
4) Try to enable static NAT rule for this IP and VM's primary IP
Step 4 fails.
Management Server log attached.
