Closing this issue.
Tested with latest build from 4.3:
Set up:
Advanced zone with 2 5.1 ESXI hosts.
Have 1 secondary store configured.
Deploy few Vms in each of the hosts .
Take snapshots for ROOT volumes of one of the Vms.
Add another secondary store.
Take multiple snapshots for ROOT volumes of the same Vm.
I see both the secondary stores are being picked for snapshots randomly.
