Alena,
>From my point of view, destroy and expunge are two different operations.
DestroyVM can destroy the VMs in Running/Stopping/Starting/Error, and expunge 
them if expunge=true
ExpungeVM can expunge the destroyed VMs whenever admin needs.
DestroyVM can be modified to expunge destroyed VMs, but I think it is more 
clear for users if add a new API ExpungeVM.
