This will add `camel-debezium-postgres`. Debezium uses PostgresSQL JDBC
driver which[ licensed under
BSD-2](https://jdbc.postgresql.org/about/license.html) and I think that
shouldn't a problem since is an [Apache 2.0 compatible license
](https://www.apache.org/legal/resolved.html).
Please note the karaf tests are annotated with `ignored` until we see how
can we fix that
