PrepareCatalogMojo declares a skip parameter (property
camel.prepare-catalog.skip) but execute() never checks it, so the goal always
runs. Other goals in the plugin (prepare-doc-symlinks, the generate goals)
return early when skip is set; prepare-catalog should do the same.
