Merged in https://github.com/apache/camel/pull/26476 (commit 737ed0f5b35b) by 
nkokitkar: the Paho consumer restarts its route when the resubscribe after a 
reconnect fails, mirroring the camel-paho-mqtt5 recovery of CAMEL-24511. 
Documented in the 4.23 upgrade guide.
