Child of CAMEL-24261. EventbridgeProducer.putRule silently no-ops when
{{pojoRequest=true}} and the body is not a {{PutRuleRequest}}. Add the missing
else that throws {{IllegalArgumentException}}, consistent with CAMEL-23462.
