Fixed via https://github.com/apache/camel/pull/25159 (merged).
Clarified the Code Quality section in AGENTS.md to distinguish between new
features (document in component/command docs) and migration-affecting changes
(document in the upgrade guide). Added explicit statement: "The upgrade guide
is for migration only — do NOT add new features to it."
