It is a generic case (the attached example project demonstrates it for jms and 
rest/platform-http)

When enabling processor spans using {{{}trace-processors: true{}}}, the spans 
automatically created have the correct trace id. It has no effect on the span 
created programmatically using the Observation api.

> Can you share your propagator configuration to analyze the issue better?

The attached example project is a self-contained spring boot project with 3 
routes (rest, cxf-rs, jms) and integration tests with and without traceparent 
header. Let me know if that is sufficient.
