The BackOff is a better implementation with better logic and details about the
task state and would be needed for the supervising route controller. The
support task is more limited and would then need to be enhanced with more task
details and better logic to know if a task is already in progress or not.
We may consider the other way around to keep BackOff and make it a little bit
more nicer for running foreground task (wait until completion). And maybe
rename it to a better name.
