Infra added whitelists for the
google/oss-fuzz/infra/cifuzz/actions/build_fuzzers and
google/oss-fuzz/infra/cifuzz/actions/run_fuzzers to the whitelists in
[https://github.com/apache/infrastructure-actions/pull/1319]
Update the GitHub workflow for running fuzzing to use these hashes, so that
they can run again.
