Would you be able to implement Oracle's specification using SimpleDateFormat?
The format elements are different in some cases. For example, for the 24 hour
clock hour (values 0-23), TO_TIMESTAMP uses 'HH24' whereas SimpleDateFormat
uses 'H'.
