The fun part is
{noformat}
  LogicalFilter(subset=[rel#365:Subset#25.NONE.[]], condition=[>=(30, $0)])
    EnumerableTableScan(subset=[rel#276:Subset#12.ENUMERABLE.[0]], table=[[hr, 
m0]]){noformat}
is an empty relation.

Note that materialization {{m0}} stands for {{where deptno>30}}, so this "extra 
union all" adds nothing, however Planner is not aware of that fact, and it 
tries to add more "union all" inputs as it believes it makes progress (it 
creates different relation every time).
