Added a phrase-triggered Jenkins job to test a Direct runner with Java 11

This jenkins job compiles test sources with JDK 1.8 and runs tests with JDK
11 in order to check compatibility of the Direct worker with newer runtime. The
Java paths are taken from [Apache
confluence](https://cwiki.apache.org/confluence/display/INFRA/JDK+Installation+Matrix)
