I'd prefer to keep the report on dev@ (it's very useful) but avoid create new
Jiras automatically. It should be created manually and checked by committer
before merge (following another discussion on dev@ =) ). Also, maybe it makes
sense to add a "Dependency" section into CHANGES.md and update it there too.
