   ### Describe the bug
   
   Archery's `--match` / `-k` option filters JSON data files but leaves the 
Flight scenario catalog unchanged. For example, selecting `flight_sql` still 
dispatches unrelated Flight scenarios.
   
   Reproduced on `apache/arrow` main at 
`e85e181188ac3c5e8407b2160331faf5e78fd429`, using Python 3.12.12 on macOS 
x86_64. With Archery's dependencies installed, run from the repository root:
   
   ```sh
   PYTHONPATH=dev/archery python - <<'PY'
   from archery.integration.runner import IntegrationRunner
   from archery.integration.scenario import Scenario
   
   runner = IntegrationRunner(
       [],
       [Scenario("middleware", "Other"), Scenario("flight_sql", "SQL")],
       [], [], match="flight_sql",
   )
   print([scenario.name for scenario in runner.flight_scenarios])
   PY
   ```
   
   Actual: `['middleware', 'flight_sql']`.
   
   Expected: `['flight_sql']`.
   
   ### Proposed fix
   
   Apply the existing substring selector to `flight_scenarios` as well as 
`json_files`, and clarify the CLI help. Preserve the default behavior when no 
selector is supplied. Regression tests cover selection and serial/parallel 
dispatch using test doubles; no native integration binaries are needed to 
reproduce this bug.
   
   This is a focused test-runner bug related to Flight SQL conformance work, 
not a proposal to resolve #41840.
