The JNI release-candidate workflow on `main` is failing after recent Arrow
build-tool changes.
Observed in Apache Arrow Java main at commit
`53a9ccd8f272bd576ec0524b704c1a1fdab20948`:
- Linux ARM64 and x86_64 fail while installing Archery:
```
pip install -e '/arrow/dev/archery[all]'
Python < 3.11 is not supported
```
- Windows x86_64 fails while linking the dataset JNI library:
`unresolved external symbol arrow::fs::EnsureS3Finalized()`
