The issues is with rules that pin versions:
<exclude>org.apache.hive:*</exclude>
+
<include>org.apache.hive:*:${hive.version}</include>
This doesn't allow adding a rule that forbids a specific artifact, e.g.:
<exclude>org.apache.hive:hive-service-rpc</exclude>
This rule would be negated by the include rule above which allows all artifacts
for the given version.
