Yes. When a partition is loaded, we usually mean its file metadata is also 
loaded. Note that loading the partition metadata itself from HMS usually won't 
take long. But in the progress info, we can show that whether we are in the 
phase of loading partiton metadata (e.g. partition list) from HMS or in the 
next phase of loading file metadata of them.
