This is probably a run-up to the upcoming release of RHEL 9.7. The UBI9
containers are already updated to that release, so I'd think the package repos
have also been updated, and it's just the main RHEL release that's lagging for
some reason.
This suggests to me that users will upgrade to this minor release sooner or
later as well.
