Summary: Support OTel Traces for Additional Queries

OTel tracing skips some types of queries that should be traced. Add tracing
for these queries.
Some examples of queries that should be traced but are not:
* REFRESH table
* REFRESH FUNCTIONS
* REFRESH AUTHORIZATIONS
* TRUNCATE TABLE
* GRANT
* LOAD DATA
* MERGE
* REVOKE
* UPSERT
