Description:
The [bootstrap_system.sh
script|https://github.com/apache/impala/blob/669d74f467193b575ec203ce45c5b3c02141a257/bin/bootstrap_system.sh#L131-L134]
correctly detects if running in docker when using cgroups v1. However, when
using cgroups v2, the detection method no longer works. The contents of the
/proc/1/cgroups file is "0::/".

This issue was discovered when running the image "rockylinux:8.5" in privileged
mode on a Macbook with DOCKER_DEFAULT_PLATFORM=linux/arm64.
