This Jira is to track the improvement for the above code review comment.
The batching logic of the RELOAD event needs to be improved in a way that
certain events (events that require table reload) of the same table can be
skipped, as the current reload event will essentially reload the table.
Events can only be skipped:
1) The same partitions that occur in the current RELOAD event were the same
ones that are modified previously,
2) The current reload event is a table-level event.
