IMPALA-12829 discovered transactional self events (COMMIT_TXN) weren't
incrementing the self event counter when the table wasn't reloaded.
This led to another issue in the testing framework scenario where HMS events
triggered by the Impala DDL arrive earlier than the Impala DDL does the reload.
This is only an issue with transactional table events.
