IMPALA-13235: [Patch 3 of 5] - Consume OpenTelemetry C++ SDK
Adds the OpenTelemetry C++ SDK version 1.20.0 from the toolchain into
the cmake files for consumption during builds.
Testing was accomplished by building locally and in Jenkins.
