IMPALA-14041: Enable planner tests
This commit will enable some junit tests for the Calcite planner.
To run these tests, use the following command from $IMPALA_HOME:
(pushd java/calcite-planner && mvn -B -fae test -Dtest=TpcdsCpuCostPlannerTest)
