IMPALA-13850 (part 3): Fix TSAN issue at AcceptRequest
Nightly TSAN build reveal issue in part 2 patch. This patch attempt to
fix is by changing the boolean variable into AtomicBoolean.
Testing:
Pass TSAN core tests.
