Description: Enable an end-user configurable list of metrics to be
forwarded to any OTel agent. The existing Prometheus endpoint must not be
impacted. (was: Throughout the lifecycle of a query, several events happen.
Implement the sending of these events to OTel systems using the OTel SDK.)
