Query option MAX_FS_WRITERS is added in IMPALA-8125. It's usually used when
setting MT_DOP>0 on DMLs to avoid Impala generating too many files.
It sets an upper limit on the number of fs writer instances to be scheduled
during insert. Currently this limit only applies to HDFS inserts.
