IMPALA-13620 increase datanucleus.connectionPool.maxPoolSize of HMS from 10 to
30. When running all tests in single node, this seem to exhaust all 100 of
postgresql max_connection and interfere with authorization/test_ranger.py and
query_test/test_ext_data_sources.py. We should try lowering it to 20.
