It sends continuous RS messages or uses exponential backoff algorithm until it gets a RA. Sure, we can put a reference to this draft from our document for line-powered networks. In restricted node networks, continuous RS from multiple nodes are not desirable, in those cases the MAX_RS_SOLICITATIONS can be increased to a higher number than 3.
