Each region has always had independent policy on this issue, and most regions
have swung back and forth a few times. Generally speaking, none of them are
too hardass about it, because they all have large multinational members, who
are active in policymaking.
One compromise that held sway in the ARIN region for a long time was that you
could use your space anywhere, but you could only use space deployed in-region
as justification for additional allocations. But they didn’t care where you’d
gotten that space. Which is a reasonable compromise. It kept speculators from
other regions from coming in, snapping up space, using it all elsewhere, and
coming back for more.
