During the last call there has been several comments tha affect the IANA allocations, so doing the allocations before those chanegs are in the draft would cause extra work. For example the GIKE_REKEY will be changed to GIKE_UPDATE, which will affect the Transform Type Value registry. Also we decided that we are moving the renaming the Extended Sequence Numbers (ESN) registry to separate document doing only that as that means this document does not need to update RFC7296.
