It seems not? I guess you are using ipcomp elsewhere ? 

I know for Linux the ipcomp code lives in the XFRM (aka IPsec) code, although 
perhaps hooks can be used outside of IPsec transforms.

It is supported in Linux (and IKEv1 and  IKEv2 daemons). I think the kernel 
supports multiple compression algs but some ike daemons only support using 
deflate but also encourage people away from using ipcomp at all.
