I very very strongly concur with Tero here.
This trend to constraining experts is a problem.
Either we/the IESG trusts the experts, or they don't.
And, either way, if the WG is happy with the instructions, then the let the
WG be.

Yes... if there is any doubt, the expert can come to the list with questions.
I've seen other experts do this regularly.
