I dont think it "addresses" network congestion. It maybe improves dealing with network congestion ?
It is not the intention of this specification to allow for mixed use of an AGGFRAG_PAYLOAD enabled SA. NEW: This document does not specify mixed use of an AGGFRAG_PAYLOAD enabled SA.
