Could someone please clarify if the below interpretation of IKEv2 window
size is correct.
 
IKEv2 window size of N implies that there can be N un-acknowledged
requests at any given time - without any relation to the message-ids of
the requests in transit.
 
For example,  consider an IKEv2 peer with a window size of 2 that has
sent below requests.
1) Request-1 (msg-id = 3) - un-acknowledged
2) Request-2 (msg-id = 4) - acknowledged 
 
IKEv2 peer can now send the next request with msg-id=5, as there is only
one request in transit and window size allows 2 in-transit requests.
