Hi.
I run a 32bit Win7 on a 64bit Intel CPU.
I followed the instructions at:

I got a failure. To fix it, I had to rightclick the quake3 project (in
Solution Explorer), go to Properties -> Configuration Properties ->
Linker -> Input and add psapi.lib at the end of "Additional
Dependencies".

After that, the game works fine.

I guess we can count on psapi.lib being present on the developer's PC
because on my PC it's installed as part of the Windows SDK, and the
wiki page says "VS2008 installs the parts of the Windows SDK that it
needs".
