For there to be a veto, of the kind that anyone can actually use, it must be established somewhere.
What you are talking about simply does not exist, you can assert all you like that "the group" can do whatever they like, but they have no means to do so that any other contributor needs to recognize. I'm not going to discuss the legalities of what it means that the group hold copyright, you and I are not lawyers and that conversation is meaningless.
