Further to this, please follow the instructions at
https://wiki.php.net/rfc/howto. It has simple to follow steps detailing
exactly what to do.
Also, this RFC is *still* showing as "inactive" on the RFC list (
https://wiki.php.net/rfc) - anyone watching that page won't even know it
was back under discussion never mind in voting.
