Perhaps we can agree that, right now, it's the only *practical* definition we have. I was chatting offline about this, and it was pointed out that it's like a country (peacefully) adopting a new constitution: if the old constitution requires a vote to amend, those are the voting rules followed, even if they're completely different from the new constitution. To extend the metaphor, the current "constitution" for PHP RFCs is a de facto one based on precedent, which has evolved due to ambiguities in the previous written one. I'm not sure anyone has the authority to throw away that precedent and reinterpret the older document.
