issues with the mailing list(s), are actually issues with the mail server
itself.


You might be right, but as far as I can tell, the lists server handles
receiving and sending for lists.php.net without the use of PHP.net. The
only issue outside of lists.php.net would be DNS, but that's handled
externally - the rest is handled on the lists server, by some derelict
mailing list software. That's also what previous discussions on the topic
bring up.
