You'll find Joe is much more active in PHP atm (he's also an RM for 7.1), though Phil is decently responsive via Twitter. 2. If that fails, go ahead and create your own RFC which references their original version.
Given that the previous version *did* fail, you should take extra care to identify and address the reasons why it failed.
