I like the idea and the proposed approach. I would also offer my help with anything here. What I would definitely avoid is moving this out of the PHP repository itself. Ideally we get to a point where people enter a single command and it does take care of everything (given that the required dependencies are present on the system, e.g. a working git, make, etc.).
